
Socorro Shiels is currently the Program Director, of District and School Support Services for the Santa Clara County Office of Education. In this position, Ms. Shiels assists schools and districts in various stages of program improvement, leverage resources for school reform, and increased educational opportunities for all students.
Socorro has over 16 years of educational experience. She began her career as a bilingual teacher and has worked as a site level administrator at both the elementary and secondary level. She was most recently the Director of Multicultural Education and Professional Education for a secondary district in Sacramento, CA. Socorro led her district out of the Comite process, an intensive legally-based program review, with the California Department of Education. Additionally, she ensured that same urban secondary district passed the Categorical Program Monitoring process (CPM) with no areas of non-compliance, a rare occurrence for secondary English Learner (EL) programs. Socorro has extensive experience with EL instruction, assessment, and program evaluation. In addition to consulting and providing professional development both inside her district and throughout the nation, she has taught teacher and administrative credentialing classes at the university level. Socorro is currently completing her PhD at UC Davis. She is specializing in issues of EL assessment.
Ms. Shiels is passionate about providing students with high quality, rigorous and relevant educational opportunities. Her areas of expertise are expert instruction for English Learner (EL) students, understanding and unpacking state standards, measuring student mastery and using data to improve instruction.
